In the year 2000, the Soltan Star Empire invaded Earth. In doing so, it sent several space-fairing battle cruisers to perform orbital bombardments of major cities and military bases. For the first several months of the invasion, the Soltan Cruisers remained safely in orbit, unopposed, that is until Earth's super-powered heroes and the combined forces of Earth's military powers joined forces and destroyed three in orbit and sent one hurtling down to Earth, the fleet's flagship, where it crash landed in the Sahara Desert. Although only a few hundred of the Soltan flagship's crew survived the devastating crash landing, so did several other beings in the ship...beings that were far from being allies or crew of the Soltan starship.
They were extremely dangerous intergalactic prisoners.
The Soltans intended to create a penal colony on Midway Island in the Pacific to house dozens of their most vicious prisoners to get them off their ship and as far away from the Soltan Empire Star System and the prisoner's sphere of influence as much as possible. Sadly, the flagship that was carrying those prisoners was the one that crashed in the Sahara, releasing several of the worst alien criminals, despots, wanna-be emperors and murderous psychopaths onto Earth.
Within the first few hours after the crash, these galactic criminals joined forces and mutilated every single remaining Soltan survivor in and about the wreckage. When several rescue ships arrived with troops to secure the downed flagship, these same criminals obliterated them as well, leaving nothing but a swath of strewn and ripped apart Soltan bodies amidst the Sahara's desert sands.
When some of Earth's nomadic tribes arrived on site, they were tortured for information about Earth and the means by which to leave it. One of the most powerful despots amidst the criminals, a being who claimed himself to be "Master Universe", formed a pact with his fellow alien criminals; a pact to do whatever was necessary to get a spaceship and get themselves back to their own home-worlds and galaxies where they'd continue their previous activities...as well as destroy the Soltans once and for all.
This band of galactic miscreants cautiously agreed to their beneficial alliance and called themselves the "Galactic Expatriates".
In the first two months, these Galactic Expatriates worked together while struggling to cross the vast Sahara Desert in what eventually led them to a nearby space launch center and take one of Earth's "interstellar" space ships and travel back to their home worlds. The promise to take them back to their own homeworlds was an empty gesture on the part of Master Universe; he had no intention of bringing them home, he instead needed to use his fellow expatriates long enough to get back into space and on his way back to Solta so that he could destroy it personally.
Little did Master Universe know that, at the time, Earth was barely able to go to the moon; interstellar travel didn't even exist yet except for space probes and those alone would need to travel nearly a decade before they'd reach the next star system.
The first location the Galactic Expatriates arrived at was the Jabal Hamzah ballistic missile test and launch facility in Egypt. There, after decimating nearly all the facility's military forces in less than a half hour, they realized that their desired "interstellar spacecraft" were merely suborbital rockets...test dummies, at that. Furious, Master Universe and his crew destroyed the site and killed every living person at the facility. Before they killed the last person there, they forced one of the site's lead engineers to find them a suitable space launch facility on Earth capable of interstellar travel. When the engineer told him there was no such place on Earth, Master Universe was once again displeased. After getting a printout and a deciphered map of each rocket launch location on Earth, the beleaguered expatriates slowly made their way to one of the most out of the way locations they could find and attempt to build their own interstellar ship - Omalek Island of the Marshall Islands in the Pacific Ocean.
Several months later, the expatriates finally made their way to the island, bringing with them a treasure trove of materials, components and equipment they'd need to build their ship...including human slave labor. They took over Omalek is mere minutes and set up operations to build their ship, adding the people living on Omalek as additional slave labor. Since Earth was still in the throughs of chaos and rebuilding after defeating the invading Soltans (which occurred in late 2000), Omalek was but a passing thought to most. By 2003, the US Government decided to do a reconnaissance of Omalek to find out what they believed was a Soltan attack that had destroyed the entire island's populace and facilities, only to find a massive spaceship being built there instead. The US government sent a US Navy SEAL team in to recon the island, but were attacked by the expatriates and killed. Next, the US Navy was sent in. Using a newly rebuilt aircraft carrier and warplanes, they flew to the island to destroy the ship. They did destroy the ship's storage location for all the engine fuel, but did little to no damage to the rest of the facility, due in fact to the expatriates destroying all of the attacking warplanes. Next was an offshore missile and gunnery bombardment. Each of those ships also met a similar fate, losing over five warships (including the aircraft carrier) and over 300 sailors and airmen. With the United States' military forces depleted and not wanting to loose anymore warships and planes, the United States turned to the United Nations and access to G.U.A.R.D.
GUARD spent a month defining a plan of attack on the expatriates. Knowing they needed more fuel to replenish that lost during the previous attacks, they bailed a trap on an uninhabited island a few hundred miles away. Half of the expatriates went to the island, along with over 100 slave human workers, to retrieve the needed fuel. Once there, the trap was sprung and that half of the expatriates was captured and imprisoned in an old secretive super-powered detention facility on Midway Island, a few hundred miles west of Hawai'i. When Master Universe and the remaining expatriates realized what happened, they went on a destructive tirade across the Marshall Islands, killing hundreds in their wake and destroying any building or home, all the while demanding the release of their fellow expatriates and the delivery of the fuel...or else there'd be more bloodshed and destruction.
After several more attempts to corral and detain the remaining expatriates, GUARD decided to create Operation: Trojan. Inside the tanker filled with the requested engine fuel for their spaceship, they placed several powerful explosives that when set off, would create an explosion that would wipe out everything in a 3 mile radius of the tanker. As a backup plan, they also planned on nuking the island with a tactical nuke, but since the island had innocent slave-bound people on it, it was only considered as a last resort. Because both of these plans involved a potential for civilian deaths, GUARD threw together a team of scientists, engineers and troops led by Vladimir Vorisch, the hero of Russia during the Soltan Invasion and came up with an alternate plan to defeat them.
On the day Operation: Trojan was enacted, Master Universe knew it was a blatant trap. He instead blew up the tanker himself and told them they only had hours left before the expatriates were to unleashed their death and destruction. The US government authorized the nuclear attack, but Vorisch instead implemented his alternate plan, hoping it'd work before the island would be nuked. Vorisch's plan: illegally gather the several thousand captive Soltans in custody and send them into battle against the expatriates to earn a free ticket to where the Soltans had since set up shop - the far side of Mars. Using hack federal authority codes and GUARD's hypersonic VTOL transport fleet, Vorisch did just that. After explaining to them that defeating the expatriates would garner their freedom (which Vorisch wasn't authorized to do), the Soltans were more than happy to fight the expatriates (seems they had a greater hatred of the Expatriates than the Terrans). In a massive assault, the Soltans, given their own previously locked-away weapons, swarmed the expatriates. During that same time, Vorisch and his men collected up all the human slaves on the island and flew them to safety. As the nuke was only 130 miles from Omalek Island, Master Universe, the last standing expatriate, fell to the Soltan swarm. The nuke was aborted in mid flight and splashed down only a dozen or so miles from the island, inert and safe. With only several hundred Soltans remaining, the Galactic Expatriates were defeated.
For the next several years, the remaining Soltans were allowed to live on the island and were provided the food and resources they needed to finish building a rocket that would take them to Mars, much to the chagrin of GUARD's director and the United Nations. Nonetheless, in 2010, the Soltans finally finished their rocket, boarded it, and blasted it off to Mars. They were last seen entering Mars' orbit in 2011, never to be seen again. As for the Galactic Expatriates...
All of the Galactic Expatriates lived to see another day, but were placed in the most powerful restraints ever devised at a prison facility on the Moon. There, the Galactic Expatriates remained imprisoned...until 2011. That's when they broke out, commandeered a shuttle and took over a secretive Chinese space station. After weeks there, they left the station, launching the station's escape pods and blowing up the station in their wake. The escape pods were found in the Congo in Brazil. Between then and now, there have been several incidents of the Galactic Expatriates, mostly independently, creating their own brand of thefts, murders and chaos in and around South America. No one has been able to capture them in recent times. Several months ago, though, they were all seen together once again, in an attempt to steal a rocket from the launch pad at the Brazil Space Agency's Alcântara Launch Center, Maranhão site. Thanks to a few incredible superheroes though, their attempt was fully thwarted.
Today, the Galactic Expatriates are still on the loose on Earth. They are known to not be happy working with each other again after their summary defeat at Omalek Island and have instead gone and done many independent acts of aggression against the people of Earth. Recent intelligence, however, indicates that the expatriates are starting to work together again towards a new twist on their original plan - to get back to their home worlds, this time, even if it means the destruction of Earth in the process...
Cor Turgo is a mutant born on the planet Solta. In his youth, he was indoctrinated into a powerful military corp of other super-powered and tech-augmented Soltans to create what they called the "Universal Corp". The corp believed that nothing would stand in their way once the Soltan Star Empire unleashed them upon their enemies.
For Turgo's first two decades of life, he was trained to be nothing but a juggernaut of a war machine. Since Soltans 'mature' and reach puberty at their 21st year of life, at Turgo's 21st year, his new powers finally emerged, as expected by the Soltan High Command. Unfortunately, they quickly discovered he was far more powerful than they'd ever imagined. WIth his new powers, Turgo realized he was nigh unstoppable. Due to his conditioning, for the next ten years, Turgo used his powers alongside his Universal Corp to dominate neighboring star systems into submission, all in the name of the Soltan Star Empire. Eventually, Turgo began to realize his fellow Soltans were actually fearful of his powers. Turgo started asking for simple requests no other Soltan warrior would ever be allowed to have, like his own personal starship, a valet to take care of his personal needs, even a brothel of alien women. As time went on, his demands became even greater, demanding the leadership of the Universal Corp and a new single-use title that interjected him as the greatest warrior in Solta; the title of "Master", thus was born Master Universe, a deific title if ever there was one.
Over the next few years, Turgo grew bored with Soltan politics and their war machine. Instead, he started being tutored in the academics; in engineering, and most importantly, how to become a successful leader in the galaxy. As the military branch of the Soltans started grousing about Turgo's lack of desire to obey orders, Turgo himself finally demanded that no military leaders was 'authorized' to order him around anymore, but instead demanded that Solta's intelligence community instead give him all the classified data about Solta's enemies and he would 'deem' whether any actions were warranted on his part or his Universal Corps' part.
The Soltan High Command was infuriated over Turgo's demands such that they devised a plot to humble him and put him in his place. the plan was to take away his Universal Corp troops and kill them, destroy his personal star-ship (along with his valet, crew and brothel) and belittle him across the span of the Soltan Star Empire such that he'd have no choice but to fall in line again. Weeks after their decision was made, the Soltan High Command put their 'humiliate Master Universe' plan into effect. Turgo's Universal Corp was slaughtered in their sleep (15 of them total), Turgo's ship was obliterated with him onboard, leaving him spinning in the void of space until a video droid intercepted Turgo and delivered the Soltan High Command's demands.
Turgo's response was WAR.
Not only did the plan to humiliate and humble Master Universe not work, but instead, Master Universe went to war against his own race. Hijacking the video droid,Turgo used it to get to the debris field of his ship where he was able to access one of his small personal fighters, flew it to a neighboring planet, and commenced rallying an army of aliens on that planet that was once subdued by the Soltan Empire. Within months, the planet Turgo landed on, Herielditia, became the first planet to ever rebel against the centuries old Soltan Empire. With Turgo, still calling himself Master Universe, in charge of the Herielditia forces, they attacked every Soltan stronghold on the planet - and won.
When Soltan reinforcements were sent to Herielditia , the Soltans were decimated, predominantly by Master Universe. After a year of warfare, the Herielditians won their war over Soltan for independence...or so they thought.
Still angry at his turncoat race, Master Universe took control of all of Herielditia, demanding that he now be called their planetary ruler. Turgo ordered a large space fleet to be built and for each and every person not supporting the war effort or building weapons and ships to be drafted into the Herielditian war machine. In five year's time, Master Universe created a 10 million troop military, five star dreadnoughts ,over four dozen massive, heavily armed troop transports and support ships and enough weapons to take over a planet.
Master Universe's next stop - Solta itself.
Master Universe met with superior opposition along the way. The Soltan forces destroyed two of the star dreadnoughts, severely damaged a third one and took out a dozen troop transports, killing over 2 million Herielditian troops as a result in the void of space. Regardless of this, Master Universe made his way to Solta and landed his troops in Solta's capital city. There, the Herielditians killed Soltans indiscriminately, destroying anything standing, all along their war path to the Soltan High Command's headquarters. Once there, Master Universe had the Soltan High Command's building surrounded with his remaining 3 million troops. Master Universe then demanded that each of the High Command's council members step out from the building for summary execution or they'd instead be buried alive amidst the 50 story building that Master Universe intended to collapse around them. Instead, the High Command had a different answer...
...they set off a nuclear device in the High Command headquarters.
With over 5 miles of the Soltan capital obliterated by their own hand in a powerful nuclear blast, they successfully destroyed Master Universe's war party. The remaining Herielditian starships left in orbit, hearing about what happened in the capital, were quick to denounced Master Universe and issued a cease fire with Solta, demanding the Soltans never return to Herielditia ever again under penalty of death. With that, the Herielditians took their remaining troops and fleet (with barely 70,000 troops left on board) and went back to their home planet to rebuild their civilization.
Wearing radiation suits, Soltan reconnaissance teams went into the blast site in the capital to survey the damage. They found total death and destruction of everything in the blast zone, except for two things...
Master Universe and his pet bio-engineered weapon, a Soltan Scorpion designated as S39247-1.
Turgo was severely wounded and incapable of movement, however, he was still alive. The Soltan Star Empire immediately ordered Master Universe's body be placed in the most powerful prison they had and, pending trial, would debate his fate. Master Univere's Soltan Scorpion pet was turned over to a starship commander to use as his own pet killer.
Over the next year, Solta shifted its capitol to a new city on another continent, leaving their old capitol a nuclear wasteland. While in captivity, Master Universe slowly started healing, but his healing was countered with torture, poisoning, humiliation and suffering at the hands of his captors. Eventually, the Soltan Empire performed their trial, fully televised live for all the Soltans and conquered worlds to see. The tribunal's final ruling was unsurprisingly death for Master Universe. He was shown on live video monitors being taken to a remote uninhabited planet, strapped with nuclear devices and blown up with three nuclear bombs, all for the Soltan Star Empire and its worlds to see. In the end, the videos showed nothing left but a crater where Master Universe once stood. As far as everyone witnessing the execution knew, Master Universe was dead
The reality was...Master Universe survived that nuclear death sentence too.
Not wanting anyone to know that Master Universe was unkillable, the Soltan High Command secretly took his battered and broken body to one of their Soltan Flagships. There, they placed Master Universe in ulta-powerful security restraints; restraints that required 1/8th of the flagship's powerful engines to produce the power to keep him contained. There, they kept Master Universe on the ship a secret. His cell was labeled only as"Criminal A341 Omega" in the ship's records. No one visited him; no one fed him; no one ever was allowed to access to Master Universe's cell under penalty of death. There Turgo remained until another plot was hatched to get rid of Master Universe once and for all. Their plan: find a new, suitable conquered world on the other side of the galaxy where they'd build an ultra-secure prison to keep Master Universe, as well as dozens of other powerful criminals they had aboard the same flagship, and use the conquered planet's magical energies (which Soltan knew how to siphon) to hold Master Universe and the other prisoners indefinitely for all time and as far away from Solta and its own empire.
The intended new planet to conquer: Earth.
In Earth's year of 2000 A.D., the Soltan Star Empire invaded Earth. For several months, the Soltan troops destroyed cities, population centers, military resistance and basically took over every key location and nation on the planet. Eventually, by the sixth month mark of the invasion, the people of Earth found out a way to defeat the Soltans and fought back hard. The Soltan fleet's flagship, in orbit above Earth (the same ship holding Master Universe in his ultra-powerful security cell), was downed by Earth's superheroes and military forces, sendt careening and crashing into the Sahara Desert on Earth. There, the decimated flagship only yielded a few hundred Soltan survivors, however, the crash cracked open the cells of the galaxy's worst criminals ever collected - including Master Universe's cell.
Within minutes of his escape from the downed flagship's cell, Master Universe realized he was still nowhere back in fighting trim; he was still very weak,with his face and body still heavily scarred from the nuclear death penalty he'd received. For the first time, be was unsure of his own action, however, amidst the crash site, Master Universe sited his old Soltan Scorpion pet. This was enough to encourage him to go the distance in his plan to get even with Solta once and for all.
Master Universe convinced the other surviving freed criminals from the crashed flagship's prison bay to join him in a battle plan to destroy the surviving Soltans from the flagship, find an interstellar ship on this planet and he'd fight with them so that he would take his fellow criminals back to their home worlds or wherever they wanted to go instead. Thus was born an uneasy temporary alliance; an alliance that called itself the "Galactic Expatriates".
With Master Universe as their leader, the surviving expatriates and Master Universe's pet Soltan Scorpion worked together and slaughtered all the surviving Soltans at the crash site, as well as reinforcements that arrived from a planetary Soltan outpost. Unbeknownst to Master Universe, the US government authorized their tactical nuclear strike on Omalek as a last ditch means of ridding themselves of this band of powerful aliens (Earth, by this time, had very little sympathy or care in dealing with alien invaders after what happened in 2000 from the Soltan Invasion). Surprisingly though, a member of GUARD, not wanting to have the humans being used as slave labor die in the nuclear strike, implemented an alternate plan, hoping it'd work before the island would be nuked.

The ex-captive Soltans that survived taking down Master Universe were eventually allowed to build their spaceship and use it to fly to Mars, where, at last report, was never seen again after it entered the Martian orbit. As for Master Universe and his band of Galactic Expatriates, they were placed in the most powerful restraints ever devised at a prison facility on the Moon. There, Master Universe and the Galactic Expatriates remained imprisoned...until 2011. That's when they broke out, commandeering a GUARD space shuttle and taking over a secretive Chinese space station in orbit around Earth.
While on the Chinese space station, Master Universe was greeted by a rogue cosmic being. There, the cosmic being empowered an American astronaut that was spying on the Chinese space station in a small shuttle and told Master Universe that this new 'champion' was created to stop his aggressive plans for 'this' part of the galaxy. The astronaut, eventually known as Defensor, fought Master Universe and sent him reeling into space. Surprisingly, Master Universe's Galactic Expatriates used their skills and abilities and retrieved Master Universe before he was to be lost in space. Back on the Chinese Space Station, Master Universe swore vengeance against the humans and Earth (as well as hating Defensor like a nemesis now). He reiterated his promise to his fellow expatriates on building a starship that would get them back to where each of them wanted to go, but in the meantime, Master Universe coerced his teammates to also aid him in making Earth a 'barren wasteland' before they'd leave the planet.
Leaving the secret Chinese space station, Master Universe and the expatriates launched themselves back to Earth in the station's escape pods while blowing up the station in their wake. The escape pods landed in the dense tropical forest of the Congo region in Brazil. Between then and now, Master Universe and his team built a base of operations in the Congo and have started stealing and 'appropriating' materials, slave labor and fuel to once again create a ship to bring them home.
Today, Master Universe and the rest of the Galactic Expatriates, although at odds with each other and usually doubting each others' motives and leadership, have continued to reluctantly work together toward their common goal to get back to their home worlds, while attempting to destroy Earth in the process. They've had a few run-ins with Earth's super-powered heroes and teams, as well as GUARD, however, Master Universe and the Galactic Expatriates are still free in completing their goals.
