Big Brother

HISTORY

Big Brother is the governing agent of Oceania. He is funded and controlled secretly by Scorpius.

In the 1980s when the British government waned in control of the South Atlantic islands of St. Helena, Ascension and Tristan da Cunha, the local populace lost their British abode citizenship status, while experiencing an economy collapse  across said islands. 

Seizing the opportunity, a shadowy socialist movement took root literally overnight in the islands, calling itself "Oceania".  Within a month, island citizens were demanding cessation from the British commonwealth.  The British installed a new governor, Sir George Winston Goldstein.  Sir Goldstein, noted for his amazing roll in British Intelligence for the last 20 years, took charge and immediately joined with Oceania's movement and seceded from Britain.

The British, unhappy over this debacle, sent warships, fighters, bombers and troops to take back the island (think Falkland Islands War, as an example).  When the troops hit the beach two weeks after they left port in England, they were assaulted by hundreds of thousands of black-clad troops.  All British troops were summarily killed in minutes.  The British Air Force and Navy were blown out of the sky and water respectively by high-tech aircraft, subs and warships all carrying the Oceania flag and symbols.

After several more attempts, the British government got the United Nations involved and cut off all connections with the islands.  All attacks and attempts to take back the island were stopped, and the Governor won the war.

Months later, huge industrial sites began construction and manufacturing on the islands of thousands of new high-tech weapons, aircraft ships and combat vehicles.  Eventually, they even made nuclear weapons with long-range missile capabilities. The Governor was responsible for all of this.

As such, the Governor initiated Oceania's new form of militaristic and industrious socialism synonymous to George Orwell's '1984' philosophy. There was initial resistance, but soon, all the populace was 're-educated' to goodthink.  By the close of the 20th Century, Oceania's propaganda started calling the Governor "Big Brother".  Citizens of Oceania truly believed that they were the world power, and that other nations wanted to take away their power, such as the evil United States and the cruel Europeans and British powers.

Today, Big Brother runs all of 'Oceania'.  Some of the island

cities, harbors, points and ports were renamed. Regardless, the citizens remained loyal and brainwashed, while their military might a superpower unto itself. All citizens love him as their 'Big Brother'.  None are allowed to think otherwise.

The question Big Brother now has is: Should Oceania 'expand" its social views out to the rest of the world....

Big Brother has the excellent ability to heal people by touch, however, he can also induce the same amount of pain to a subject.  He can cauterize wounds, mend broken bones and revive stunned personnel.  He cannot 'reattach' severed body appendages.  Big Brother can emit, by touch, a destructive nerve trauma that can create excellent pain in a subject, causing them to pass out due to the intense shock to their system.  This pain blast can stun subjects, as well as be used for torture to extract information.  Big Brother keeps an array of weapons to include:
  • High Tech Plasma Assault Weapons
  • Two Plasma Energy Handguns
  • Knockback blaster (left glove)
  • Personal security force field

Doctor Tox

 
Dr. Sarah Tochs


HISTORY
 
Dr. Tochs was a renown scientist at the Johns-Hopkins Medical Center for Disease Control in the United States.  The Doctor had earned several awards in her efforts for discovering and detaining several strains of bird flu and toxic recombinants found around the world.  She was a premiere specialist in the field of toxicology and and acidic recombinants.

A few years ago, a jealous co-worker decided to sabotage one of her more dangerous experiments in toxic and acidic recombinant, allowing the compound to go airborne and mutate.  As Doctor Tochs was displaying her new process for displacing toxic and acidic recombinants, the jealous co-worker added a mutagenic derivative, wherein the entire lab filled with toxic and acidic vapor.  Everyone in the lab was dying, however, in a heroic feat, Doctor Tochs grabbed the new dangerous solution and ran with it to a secure room and went into lockdown, saving most of those in the lab from certain death.  While in lock-down, she was exposed to the solution for nearly 5 days.  Her body changed; her mind warped.  Interestingly enough, she gained new toxic and acidic powers.

Upon learning what her co-worker did, she broke out of containment and killed him.  Several security guards died trying to stop her.  She ran from the facility, planning to go as far as she could.  She commandeered (ok, hijacked) a Learjet and wanted to fly to a remote island in the Atlantic, where she could harm no others.  Unfortunately, her pilot, on the last leg of the flight, died of toxic gas (that was emanating from her body), and the plane crashed just off of Ascension Island, home of Oceania. 

Days later, she awoke in a bio-chemical lock-down ward, brainwashed by the Doubleplusgood/ungood twins into becoming an Oceania Loyalist.  Since then, she has done the will of Oceania's Big Brother, and has been added to the "Champions of Oceania" super-group. 

The US Government had originally dropped any charges of WMD against Doctor Tochs, but as a result of her actions with Oceania, she is now wanted by the World Court for crimes against humanity...even though Doctor Tochs has now become the new mind-controlled, sinister "Doctor Tox"!

Doc Tox has an excellent caustic and acidic touch that, at it s ultimate power, can eat through an inch of steel in less than a minute.Anyone within three feet of  Doctor Tox without some form of industrial breathing protetion will become nauseous and sick from her toxic vapors.  After 20 minutes of exposure, a victim may die from the airborne toxin exposure.  Using her gauntlets, Doctor Tox can fire an good concentrated liquid/chemical stream at a range of 10 feet. Doctor Tox can also exhale her 'toxic breath' to all within 10 feet to receive good toxin damage every few seconds.  As a result of her new biology, Doctor Tox does not need to eat or breath, however, extreme cold and heat have nearly double the effect on her and her body's system.  As an added bonus, when Doctor Tox focuses well, she can emit beams of plasma energy from her eyes dealing good energy damage to any in sight within 30 feet from her.

Doctor Tox carries a variety of equipment to include:

  • Radio Communications (Helmet)

  • Optical Recorder/Transmitter Visor/Helmet

  • Respirator
    • To prevent her toxic breath from emanating outside of her body, she wears an inverted respirator to prevent others from breathing in her toxic and acidic air/particulates.
  • Antitoxic/Antiacidic Gauntlets
  • In order for her to pick up or touch things, she must wear special gloves with a disintegrating field that prevents acid and toxins from her body to permeate whatever she touches.  When she turns off the field in her gloves, she can use her powers to the fullest degree; when the glove's energy disintegration field is on, she cannot project any of her powers from her hands.

 


Doubleplusgood

One of two twin mutant sisters with psychic powers; both are die-hard (brainwashed) INGSOC Loyalists.
 
Both sisters were born and raised on Ascension Island.  When Big Brother took over the island, their parents were summarily 're-educated' and sent to work in the factories.  When the twins showed their powers for the first time at age 12, the girls were taken from their parents and trained by miniluv.
 
Over the next few years, the Behavioral Adjustment and Repair Facility (BARF) trained the sisters in the way so 'goodthink' and that they were now wards of the state, later placed in the "Champions of Oceania".  Most of their mental conditioning was resulting from a mysterious person only referred to as "Mother".
 
Both sisters have specific ways of messing with your mind; Doubleplusgood uses positive, happy ways of getting you to do what Oceania wants; Doubleplusungood, however, is more sadistic and violently wrenches a person's thoughts in torturous ways.
 
Watch your thoughts around these two.
 
Doubleplusgood can project good mental attacks up to 100 feet away at multiple targets. She can also damage a person with a mental attack that  although only does feeble damage, over time, it can kill a person up to a mile away.  She can sort through hundreds of minds and mental 'noise' and find one person's thoughts clearly.  Requires a a few seconds of time to prepare to focus this way. She can also scramble a person's thoughts temporarily or permanently over a 1/2 mile range at a good rate.  Scrambling can possibly cause a target to think friends are foes, or grenades are hamburgers.  When in direct contact Doubleplusgood can probe a person's mind so long as their willpower doesn't exceed hers.  She can dig out each and EVERY secret a person has at a good level.  She can also use this power to stun a mind and shut it down for awhile.

Doubleplusungood's powers are mental in nature, just as her sisters, but vary in effect and ability.  She can painfully mesmerize a target with good psychic energy, rendering them unconscious. The target will remain asleep for some time, but will awaken if attacked. She can also dominate a mind by tearing at the mind of a single foe at a good rate. She can also deal typical psionic damage rendering a foe helpless, lost in their own mind and unable to defend themselves. Doubleplusungood can cause her victims to tremble in fear uncontrollably. The effect is so frighteningly good and overwhelming that the target takes real damage from the physiological response to this Psionic attack, thus losing their psyche levels in the process. When out of control of her powers, she can create a psionic wail of excellent intensity, affecting anyone within 1/2 mile of her location.

Fyrebaum

Real Name Unknown


HISTORY
 
Very little is known of this individual.  He rarely speaks, and when he does, his dialect sounds Swahili in nature. 
 
He is remorseless, but follows the orders of Big brother without question or pause.  Rumors abound about him, however, one in particular mentioned that in one battle with invading British troops, he spared two of them when they, under duress, started reciting Oceania's motto, "War Is Life, Freedom Is Control, Ignorance is Education". 
 
Aside from that, Firebaum has shown no mercy to those that oppose him, Oceania or Big Brother.
 
Fyrebaum can control fire and heat up to 700 F, launching remarkable flaming attacks from his hands up to 30 yards away.  He can shoot flares up to 60 feet away at a good rank.  When Fyrebaum starts to 'heat up', he can build to create an inferno attack causing his powers to burst out away from him for incredible fire damage in a radius of his location.  When he does this, he at times, has been known to pass out. If Fyrebaum comes into direct contact with you or armor, he can increase his tactile touch power enough to melt even remarkably strong armor.

Rune 101

Professor Randall Jacob Ruhn II
 

HISTORY
 
Professor Randall Jacob Ruhn II once was the greatest experts on the paranormal - that is , until several years ago, when demons possessed him during one of his investigations.
 

Although a secretive man, Professor Ruhn was cast into the TV and media spotlight by way of his incredible discoveries in the paranormal and demonology.  In several instances, he had 'exorcised' demons from homes and locations without incident.  Several years ago, he encountered a demon that did not want to leave; the location was an orphanage.  The demon started possessing the children, hurting them and killing them. 

When the media showed up, they ostracized and blamed the professor for not doing enough, even though he'd been working feverishly for days to stop the incursions.  Finally, exhausted and out of options, he unleashed a spell from a grimorie he kept with him; a spell that would take control of the demon, but may also infuse the demon's essence into himself.  

As he cast the spell, he was attacked by invisible claws and what felt like a fiery whip, slicing at him from all directions.  In the last passage of his incantation, a clawed attack caused him to pause in the recital, distorting the spell.  It vanquished the demon, however, it fused the professor with the demon's powers...and desires. 

Empowered with control of lesser demons, a hellfire whip and wounds that would not heal properly, he left his profession to run away to "Inaccessible Island" in the South Atlantic, where he'd never be able to harm anyone if he lost control of his new powers.

Unfortunately, Oceania found him.  Through subtle mental manipulation by mutant psychic, Doubleplusgood, he now believes he is and has been working for Oceania for decades.  Doctor Ruhn is no more; all that remains is Rune 101!

Rune 101 can call forth demonlings (more than three, and he starts to lose control of them) to do his bidding. Demonlings are adept at manipulating fire or wielding hellfire to deal fire/toxic damage. He can also enchant them, enhancing their fire powers, strength and endurance.  To enchant them, he must take time to say a 30-second incantation. He also has a Hellfire Whip that appears in his hand out of thin air, regardless of the environment (space, underwater, etc.) and can do good physical damage and typical fire damage.  With the whip he can fires a bolt of hellfire corrupting a victim's very living essence and lowering their psyche, as well as dealing typical fire damage, poor toxic damage over time, and if the victim is already weakened below a typical level, it can reduce their endurance even more. 
One of his demon-possessed powers is to be able to channel Negative Energy from the Netherworld through to a targeted foe. This manipulation drains the power from that target and slowly transfers it to himself and all nearby allies. The targeted foe's chance to hit, damage and regeneration rate are reduced, while Rune 101 and his nearby allies are healed.
 
One of his most unique powers is also very dangerous, in that, when used, it transfers another piece of a demon's soul into the target.; that power is twilight's release, or raising the dead.  If a target falls dead (and still has their major body parts, especially the heart and head), Rune 101 can resurrect them in a simple 20 second spell.  Again, the danger is there is an excellent chance a demon may 'dirty' the resurrected soul.
 
 


Skymaster

HISTORY
 
Skymaster is the man in charge of the Oceania Air Patrol (OAP), which comprises of over 200 flying troops.  Although affiliated with the Oceania Air Defense (OAD), the OAP performs routine flyovers of facilities, housing areas and the coastline, patrolling for potential problems or invasion. Skymaster is the lead coordinator and director of the OAP.
 
The current Skymaster's identity is unknown, however, it is believed the person who bears the title and the suit is promoted to that level through natural progressive military standards, which in this case, was due to a one-on-one battle with an invading superhero, wherein Skymaster won.  The invading hero was captured alive and interrogated for years (supposedly still in Oceania's custody).  Skymaster has since upgraded the Sky Units weapons and armor, making him and his hundreds of flying troops a force to be reckoned with. 
 
He and his sky troops are 100% loyal to Oceania and Big Brother.
 
Skymaster's primary weapon is a high-tech Beam Rifle capable of firing a wide variety of excellent level energy blasts at his foes. Skymaster's Beam Rifle attacks can also disintegrate material...or people.  It is a very powerful weapon, known to penetrate most armors with prolonged (>2 seconds) contact.

  • Seeker Drones (4) (from shoulder devices)
    • These Seeker Drones follow Skymaster until they detect an enemy and then they will zero in on their targets and detonate on impact. The small explosive flash of energy does excellent damage, but the typical concussion can weaken foes. Affected targets will have reduced Damage, chance to hit, and Perception and may even be Disoriented for a short while. He can only ever have two Seeker Drones out at one time and they can be destroyed by your foes.

  • Anti-Grav Wings (Back Unit)/Boosters (Boots)
    • Tech wings that can generate anti-grav for the wearer through solar and fusion power.  The wings allow Skymaster to carry an additional 300 lbs of cargo/equipment.  More than 300 lbs over his weight, and performance dramatically drops.  Max Speed: 500 mph; range: 500 miles on one full solar charge; >4000 miles on fusion power (or more, depending on maintenance and overheating).

    • In the event that he needs to get somewhere fast, his boots contain powerful rocket boosters, allowing him to achieve speeds of 500 mph for a period of 5 minutes.

  • Body Armor & Helmet
    • Composite material armor allows excellent reduction of damage, to include small caliber arms fire, and most concussive blasts.

    • Search Lights
      • As part of his gauntlet on each arm, he has a high intensity light (10,000 lumens) allowing spotlight searches from the air.  Range 2000 yards.

    • Flash/Blast Protection (Visor)
      • Contains a polarizing visor that prevents him from being blinded by flash effects or bright explosions

    • Radio Communications (Helmet)
      • Allows for closed channel, encrypted two-way communications. Range: 25 miles (although it can piggy-back on existing wireless/WiFi networks).

    • Tracking/Optical Recorder/Transmitter (Helmet)
      • Uses radar/sensor tracking for his weapons firing and for battle field management graphics on his Heads Up Display (HUD).

      • Allows color recording and transmission of all images in front of wearer's visor.  Battery pack and mini-transmitter located on ear pieces.  Battery charge can last for 10 hours. Transmitting range: 25 miles (although it can piggy-back on existing wireless/WiFi networks).


Vexatia

HISTORY
 
As a young girl, she was constantly 'abused'; day and night, beaten routinely. In her teen years, she was sold out for prostitution and taught the ways of a dominatrix.  By age 18, she was a damaged, sadistic woman, bent on torturing others...and being tortured...for the joy of it.

One day, she was 'working' for a sadistic crime warlord when he was attacked by a psychic superhero.  In the battle, she thought it would be fun to see how a superhero handles pain, and attempted several cruel means of inflicting pain on the fighting hero.  The superhero used his psychic powers to stop her, but unknowingly, severed several synapses between her pain receptors and the other half of her brain, allowing her to use new powers of pain domination and psychic blasts.  The superhero died in agony battling her with her new-found powers.

Ostracized in 'normal' society, she instead traveled to the new nation of Oceania, where the nation's governor, otherwise known as 'Big Brother', has used her as his tool for torture and 're-education' of its citizens.  She has since become a member of the island nation's "Champions of Oceania", however, due to her powers, she is very hard to control.  Since she enjoys pain, she has a tendency to exceed the orders of the team...and at times Big Brother.  Regardless, she is a dangerous, sadistic woman, hell-bent on invoking pain to any who cross her.

Vexatia has a unique healing/pain projection power called Pain Domination.  It gives her the remarkable ability to manipulate, nullify and amplify pain. Ultimately this grants her powerful inter-space biological healing and pain creation, This power does not work on machinery or robots.  With this power she can nullify pain in a target, soothe allies of their pain, share pain between two people (or more) as well as be a conduit for pain (if Vexatia is hurt, she can project her pain on whoever attacked her).  On rare occasions, when focused, she can produce what others call a 'world of pain' power that projects the most hurt person in a 60 yard radius and projects it outward to everyone in the same 60 yard radius all at once; it's quite a showstopper.
